Office Fit-Out Costs in Dubai: What a Clear Budget Should Include

Most fit-out budgets do not fail because a client forgot to allocate money for finishes. They fail because the initial number is treated as a complete price before the scope, approvals and technical interfaces are fully understood.

For an office, retail or hospitality space in Dubai, a useful budget is not simply a cost per square foot. It is a working picture of what must be designed, approved, supplied, coordinated, tested and handed over.

Begin with the scope, not the rate

Rates can be a helpful early benchmark, but they cannot replace a defined scope. Two spaces of the same size may have very different requirements for MEP alterations, partitions, joinery, acoustic treatment, data, AV, fire and life-safety systems, landlord requirements and access restrictions.

Before requesting a proposal, confirm the use of the space, the current condition, the required handover date, the design stage and which trades are expected to be included. That brief lets a contractor show where the cost sits and which decisions can still move it.

What a complete commercial fit-out budget normally covers

  • Site preliminaries, protection, access and project management
  • Demolition, partitions, ceilings, finishes and decoration
  • MEP modifications, lighting, power, data and specialist systems
  • Joinery, doors, ironmongery and loose furniture where applicable
  • Drawings, technical coordination, samples, testing and snagging
  • Authority, landlord or building requirements where they fall within the agreed scope

Each project has a different route. The important point is that the proposal should separate included works, exclusions, provisional items and allowances. If a line is still provisional, it is not a fixed outcome and should be managed as a decision with a date.

Protect the programme from long-lead surprises

Some budget pressure comes from late choices, not expensive choices. Bespoke joinery, lighting, specialist finishes, access-control hardware and certain MEP components can affect the programme well before they appear on site. A delivery team should flag those items early, confirm approvals and samples, and explain the effect of any alternative.

Keep change control visible

Changes are normal in a fit-out project. What matters is whether they are recorded, priced and approved before work moves on. A clear variation process prevents an attractive initial number from becoming an unclear final account.
